Intrastate Mutual Aid System

Overview

The Intrastate Mutual Aid System (IMAS) is designed to facilitate the sharing of resources among member jurisdictions within New Mexico to enhance response capabilities during emergencies and disasters. By participating in IMAS, jurisdictions can request and offer assistance efficiently, ensuring the maximum use of available resources for the protection of lives and property.

Key Features of IMAS

  • Membership: Automatically includes the state and every political subdivision. Indian nations, tribes, or pueblos within New Mexico can join by adopting a resolution.
  • Requests for Aid: Jurisdictions can request aid to prevent, mitigate, respond to, or recover from emergencies or disasters. Requests must be made through the presiding officer of the governing body or the chief executive officer.
  • Resource Control: Resources remain under the command of the assisting jurisdiction but are under the operational control of the requesting jurisdiction during deployment.
  • Reimbursement: Costs incurred during assistance can be reimbursed..
  • Liability and Benefits: Responders are considered employees of the requesting jurisdiction for liability purposes and are entitled to applicable benefits, including workers' compensation.

How to Request Assistance

  1. Initial Request: Requests can be verbal but must be confirmed in writing within 30 days.
  2. Details Required: Include information such as the incident name, resource type and quantity, deployment details, and health and safety concerns.
  3. Deployment Coordination: Upon agreement, resources are deployed and tracked according to established procedures.

Committee and Governance

The Intrastate Mutual Aid Committee, appointed by the governor, oversees the system, develops guidelines, and ensures the effectiveness of mutual aid operations. The committee meets annually and as needed to review progress and address any issues.

Joining IMAS

Indian nations, tribes, or pueblos can join IMAS by adopting a resolution declaring their intention to comply with the Intrastate Mutual Aid Act and submitting it to the DHSEM. Political subdivisions may withdraw by adopting a resolution or ordinance and notifying DHSEM.
