2025 Special Recognition Award

Sarah Gillen 

Valencia County Office of Emergency Management

Sarah Gillen demonstrated exceptional leadership during the Desert Willow Fire Complex, managing a complex, multi-jurisdictional response as a single-person emergency management program. With the support of the Metro EOC Support Team, she coordinated operations across fire, law enforcement, and local governments, ensuring organized and effective incident management. Her efforts included evacuations, sheltering, damage assessments, and volunteer coordination, all while maintaining focus on recovery and long-term community resilience.
